Everydrop of water going to Pakistan has to be stored or diverted at origination stage. It can be every streams or tributaries. Diverting can happen by building canal, at end of canal lake can be built for human or agriculture consumption.
Hopefully no war comes of this, both Nations wield Atomic Weapons and are densely populated.
