I think the caste census is a positive step. We have hundreds of schemes solely based on caste, having a clear cut idea of caste bifurcation can help the government in micromanaging the schemes.

There is no reason to believe that the caste enumeration will lead to dilution of the 50% upper-cap on reservation. No where has the Govt said this.

On the other hand, the demand for sub-categorization of OBCs and SC/STs goes back decades. There was a Supreme Court ruling in 2005 where the Court said that SCs are a homegenous block. Of course, everyone in India, including political parties know that this is not the case. The Court even ruled against sub-categorization.

In 2017, the Govt appointed the Rohini Commission to study sub-categorization of OBCs. This was made Constitutional by granting the National Commission for Backward Classes (NCBC) constitutional status through the 102nd Amendment Act, 2018.

The Rohini Commission has submitted the report. But it is not yet in public. From various leaks and sources, the understanding is that the Commission found out that a small set of OBCs get most of the benefits of reservation.

\- 97% of all jobs and educational seats have gone to just 25% of all sub-castes classified as OBCs  
\- 24.95% of these jobs and seats have gone to just 10 OBC communities  
\- 983 OBC communities (37% of the total) have zero representation in jobs and educational institutions  
\- 994 OBC sub-castes have a total representation of only 2.68% in recruitment and admissions

And it's not just between the declared ‘upper castes’ and ’lower castes’, in reality, nearly every caste tends to discriminate against those ranked below it, while harboring resentment or disdain toward those perceived to be above. 1. This is to cause a distraction while security forces conduct their work in the background 

2. There is a backhanded deal with Congress. Like we will support you on whatever action you take in response to Pahalgam, give us Caste Census.

1) BJP don't have any option rather than including caste census because all opposition parties strongly wants to do caste census.
2) I read in the article written by shekhar Gupta a month ago in the print that whatever opposition want's to give public for election BJP will do it first so that' opposition don't have any option or choice during election and now with each passing day BJP doing same. I read the article and i feel by the tone of the message, the likelihood of respectful diplomacy is low, but I'll make an attempt.

1. The 50% limit on caste based quota is set by the court on the grounds of right to equality itself. The court has ruled countless times that increasing it beyond that would be deemed unconstitutional, including by a parliamentary bill (which has been attempted in state assemblies).

2. Inequality exists among UC. While it's undeniable that forward castes and obc and ST control much of the land and businesses in India. There exists a steep inequality within these groups too where a minority of UC and OBC inflate the numbers of "UC held assets".

The data suggests there is significant disparity between land holdings by caste but also note that while ~90% of dalits own less than 2 acre of agricultural land. A majority of brahmans (~70%) also fall in the same category. Also "Hindu obc" have similar land holding patterns as brahmans.

3. Kin accountability is not the way : if we were to be held accountable for the crimes committed by each one of our distant relative, none of us is innocent. I do think social justice is important for a society like India. But sometimes when one type of oppression is defeated, the resentment or overreaction might create a mirror image of it. UCs are an electoral minority in the country and are effectively political orphans. We don't want to devolve into a society that systematically marginalizes or singles out any one community, even if it's historically dominant. Re, kin punishment isn't the way.

4. Social justice is not the revenge : It's the responsibility of the state to stop injustice and it also has a morale implications. A state that recognizes and boldly confronts social inequalities is both a strong deterrent to oppressor as well as a beacon of hope for the oppressed.
What it should not do is seek revenge, when the state becomes oppressor, who is the beacon of hope for the oppressed?

5. A thing that bothers me around quota politics is that we see jobs as a pie that's to be divided and everyone wants a piece. Which is the most problematic view imo. The correct way to see a job should be as a work, or as a contribution to the Indian economy. How long are we going to allow job quotas to be used as a politician's carrot on a stick to sway votes when in actuality, formal sector jobs are non critical by mass in the country. We need to start seeing jobs as a work, contribution and not a targeted benifit from the government.

Caste and population census is a very important thing for us. It gives us actual data, although I'm not sure if this data too is going to be truthful, about people, which in turn help understand the socio-economic environment and guide policy formation accordingly. 

The census has not been held since more than a decade, which is not good and gives any govt a huge chance to falsify data or make policies that are beneficial to them. 

But alas, one cannot expect critical thinking from an average Indian.
