I think this was a psychological act of war by the pakistan army.

The right approach is not to hit the border overnight. Pakistan knows we are coming.
The existence of their army is based on the removal of elements of surprise by being the aggressor.

Some things that are clear with this -
1. Pakistan does not attach a cost to its citizens life. Pakistani civilian life is expendable
2. The whole ' this is for the kashmiri' lie has been further exposed. The just made the kashmiri poorer for years. A region that was doing well

Because of the nature of this attack, Indian retaliation will be costly if we go right in.

I think this is what India should do
1. Since this is a psychological act of war, that could translate into an actual war, we need to get our citizens ready for it. Not create panic but get our citizens prepared mentally.
The PM needs to address the country that though we are not looking to trigger war, war maybe a possibility. Telecast messages about what to do in situations of nuclear explosions like the US does. Reiterate that this is not because India will fire first. But Pakistan could. India will respond with Paks annihilation but we need to be prepared none the less.
2. The media needs to stop creating pressure for immediate results. The Pakistan state is poor but unequal. So we will run into their well fed and best trained. A head on attack even if we're superior isn t our capability yet if we don't want to incur substantial cost.  
Instead Attack Pakistan through proxies from the other border. Let them thin out India s side and then attack from our side when they are vulnerable.
3. The objective should be clear. The problem is a corrupt islamist army that is looking for ways to retain power even though the people see what they are. A civilian uprising or a war are the only way to remove them and have a democracy in Pak that we can truly agree/disagree with.
Sweat the civilian even if you don't bleed them.
4. Pakistan is too big for our survival with peace.. Start aiding separatism more directly.
4. Start building on Sindhu. If such a terrorist attack isn't an act of war, then a dam isn't either.
5. Munir is a muslim supremacist. Get as close to him as possible and eliminate those responsible. If it leads to war it leads to war.

Having seen 93 then mumbai and now this, I think citizens want to see action . If the PM sensitizes people on what to expect, it could actually lead to deterrence. And a heads up to hold tight if things go out of hand.

I think its time that people are bought into what could happen.
