Context:

The Indus Water Treaty is a treaty signed by the early leaders of India and Pakistan to share the waters of the Indus River System, after the First Kashmir War and the LOC (Line of Control) drawn to separate the state of Jammu and Kashmir.

Pakistan consists of 4 provinces:- Khyber Pakhtunkhwa, Balochistan, Sindh and Punjab. Of these, Sindh and Punjab are the population centres (by a huge margin), which are the major areas of the Indus valley. The Indus Valley is irrigated by the Indus river, and its 5 tributaries.

The term Punjab refers to the land of 5 rivers. These are the 5 eastern tributaries of the Indus, namely (from west to east) the Jhelum, the Chenab, the Ravi, the Beas and the Sutlej. In some ways, these 5 rivers and the cultures of the lands irrigated by these rivers have been more prominent/significant in Indic history than the Indus river itself, especially the post Vedic age.

The Indus Water Treaty deemed that the 3 western rivers of the system; the Indus, the Jhelum and the Chenab belong fully to Pakistan, and all its waters, although the rivers all begin in Jammu and Kashmir (Indian control).

Meanwhile, the eastern rivers; Ravi, Beas and Sutlej all belong to India. The Ravi, Beas and Sutlej all begin/run through the Indian state of Himachal Pradesh (not disputed). The Sutlej starts in Tibet but most of its water catchment is in Himachal Pradesh anyway. The Ravi is the border between Jammu and Kashmir and Punjab (India) and Himachal Pradesh.

However, the catch is that of the 6 rivers, 80% of the water of the entire Indus system comes from the 3 western rivers. For a long time before the current Nationalist government in India, subsequent Indian governments have honored this agreement despite its extreme detriment to India.

The Jhelum begins in Kashmir valley, while the Chenab begins in upper Himachal but passes through major areas of the Jammu region later on. Both the Jhelum and Chenab river valleys are inhabited mostly by ethnic Kashmiris, all of which is under India. 

Kashmiri farmers are unable to rely on their own rivers due to the Indus Water Treaty, and India can build no dams on these 2 rivers to help Kashmiri farmers. The revocation of the Indus Water Treaty in India's view, will be good for Kashmiris (especially Kashmiri farmers) but bad for Pakistani Punjabis, whose agriculture relies on these rivers. Moreover, India cant divert these rivers out of Kashmir anyway since theres a mountain range between this region and the rest of India (Pir Panjal range).

Yesterday, the Pahalgam terror attack took place, where terrorists exclusively killed 25 Hindu tourists (plus one Muslim local who tried to help them) after checking IDs, asking them to recite the Kalma to prove if they are Muslim or not, and even asking them to pull their pants down to check for circumcision (Muslims are circumcised, Hindus are not).

The revocation of the Indus Water Treaty is a response to this Pakistani terror attack, among others like the closing of the Attari border, and the reduction of ambassadors. Pakistani citizens in India are given 48 hours to leave India right now.

Note: TRF (The Resistance Front), an offshoot of the Lashkar-e-Taiba (LeT) has claimed responsibility for the attack. LeT operated from within Pakistan and funds and launches terrorist attacks within India and the Indian side of Jammu and Kashmir.

I’m not even trying to be against india’s claim over kashmir here but at least when talking about control of waterways it would be more appropriate for a map to show the actual line of control instead of claims? 

Thats what makes a good map, one that shows information useful to that its intending to present.

I think problem for Pakistan will not really show up immediately, because infrastructure to make any significant diversions do not exist on the Indus. They do exist on the other rivers however. 

 What may happen in the near term is that during the dry periods (inbetween monsoons) India may affect the predictability of the Indus by releasing water late which can severely affect the kharif crop. In addition India no longer needs to share flow data with Pakistan again making predictability a problem for their agriculture. 

Internally in Pakistan there are already significant tensions between the provinces about water rights. Principally between Sindh and Punjab. And interruption will hit Sindh hardest, as Punjab is the Pak fauj's heartland, and they will restrict the flow downriver. This will make the sindhis quite upset, and may even result in an insurgency.

Folks, first of all India has been building a collection of inter-connected dams across the lower (eastern) three rivers to throttle water flow very well. 


Per the treaty we can take 100 percent of water, but till like 2015, things were moving too slow.




Since 2015 till 2023 or so, a lot of dams to do this were built and after the recent BHP dam setback it slowed down again.


India can deny Pakistan water in low flow months in chenab since 2023. 


In late summer it is not possible to stop water.


However delaying water supply by 10 days can have significant impact on crop plantation in Pakistan.


Another thing we are able to do is flush the silting. This will dump all water overnight in high flow months, desilting the dams for next seasons.


Through these knobs, if used effectively, Pakistan will feel the pain within 6 months or one crop season.


Already wheat produce is expected to be lower in 2025.

We don't have much catchment capacity on the three rivers alotted to Pakistan under IWT. So this is a scenario that's perhaps relevant to many years in the future. Right now, one shouldn't expect India to flood it's own territory to own the Pakistanis. Also, building the capacity will show up on satellite imagery, so if that happens, it won't be a surprise.
