India can't build a dam there. The terrain isn't fit enough to build a dam to stop water from going into Pakistan. And the river actually originates in china. China can also stop India's water. 

There is a reason why India hasn't built a dam there in 78 years.

1: where will india store the water . It has no reservoirs or dams to redirect the water. New dams will take at least a decade to build.

2: what this does is gives india impunity to build dams. Earlier it would gave needed world bank or pakistans permission. 

So no water flow into pakistan is not going to stop overnight but it may in some years

The sensible thing to do is for India and Pakistan to negotiate a deal - you dont bother us in Kashmir and we wont bother you in Baluchistan and KPK. That is a pretty fair deal for both parties.

ISI and RAW should jointly ensure that this deal is honored, especially at the borders. Then we should end this suspension of Indus Water Treaty and move on in life. 

If we can also make the LOC the official border along with this deal, we can have permanent peace and put behind all this acrimony once and for all. 🤷‍♂️🤷‍♂️

I was fine with everything in India until they revoked the treaty.

If they wish for war, it is our duty to oblige. We can not accept India setting the terms of water use. They can not be allowed to rob us of water again. Destroy the dams if they don't come to their senses.
