To be honest, I would say a bit of both. Actually high cause of the attitude that people have towards women (justifying honor killings, victim blaming in cases of rape and a general tendency to pigeonhole). And high reporting also cause dude cmon Bihar and UP can't be that low.

I think it's a mix of two things. The state is progressive enough that crime is REPORTED and its conservative enough that the reported numbers are high as fuck. Eg bihar is not progressive enough that crime gets reported

Haryana has proper SA reporting in regions like faridabad and gurgaon, along with other urban areas. Pretty sure rural population doesn't report many cases. Many people are denying this reality but this is actually the harsh truth of our society. And it isn't just haryana but most places. We should not deny it just coz of state pride but acknowledge issues of our state and work together to make it safer.

I am not surprised by this at all. 

I personally used to know a guy who did a crime against a girl from KIIT college back in 2022. He forced her to drink and then r*ped her in his car. He then went to his friends’ place and changed his tshirt as it had blood on it. He also washed his car using water bottles in the presence of this friend to remove any blood stains from the seat. 

The next day, the woman along with her parents went to the police station and gave all the evidence, begging them for justice. However, the police took bribes from the guy’s family even though they had all the evidence to prosecute him. Then they started threatening the girl instead. They told her that her whole life will be ruined if she goes through with the case. 

In the end, the girl’s parents took her out of KIIT as they feared that the guy might do something more to her. Now, that guy is roaming around in BBSR shamelessly as if he isn’t a r*pist. He even has a girlfriend now (who is apparently from out of state) and she has no idea about his history. 

Unfortunately, I am sure he isn’t the only one and there are many r*pists like him around us who have gotten away after committing such heinous crimes. I really hope our state government gets stricter with the police force regarding safety of women.

Odisha is a tribal state, so as a society we are still developing. The number is high, but if you compare it with states like Bihar, UP, WB. Many crimes go unreported in those states. 

Crime against women is not something to be compared with like we are doing with other states. We failed as a society, the govt failed to provide safety to women. 

We odias should start by teaching our the men in our lives about how to teach women.

My mother has been threatened in her own workplace. Threats of getting assaulted/beaten. Numerous times. It's a government office. Let that sink in.

Nothing changes because corruption is rampant. She couldn't just go and complain to higherups because they are corrupt. 

In the end I just asked her to resign... It's awful here.

The nightmare unimaginable continues everyday anew for his parents, whoo have had to juggle three courts pursuing justice. I found a few articles showing the decision to try the accused as an adult was made back in 2017, but that doesn't explain trial still awaiting. Found an article from this February that detailed:

This is the country we live in.. where cold blooded murderers roam free amongst us, and it's not like he committed in a moment of heat, rather it was pre-meditated. If he can do this for postponing a mere exam, what would he do if somebody unknowingly insulted him.. made fun of him.. anywhere he goes he is a criminal on the loose..
