I have been to bengaluru,mumbai,chennai cities in heavy rainy seasons and all these places floods like anything.Kerala always seems better with the drainage system compared to these giant cities

Someone from Kuttanad area please report. Normally that is the first place to feel the effect of heavy rains. Changanassery Alappuzha road seems to do better after rebuild.

Create proper storm water drains. Maintain it regularly, especially before the rainy season. Create accumulation or collection points for large quantities of rain water. Clean existing canals and lakes. Ensure all waterways, big or small are not obstructed by any means. Ensure proper drainage in roads and walkways. Identify low lying areas and take steps to increase the height of critical spaces and steps to fill possible land and channel water effectively. Ensure there isn't total flush out and ground water recharges are possible. These are just a few steps. There are many things to be integrated into these like electricity services, roads l, waste management and a lot more. The solution is not simple, it's not something we can implement right away. But it's high time the government starts to take steps in the right direction which isn't the case now. If nothing is done we might be at a greater risk than our previous flood. Hoping and praying nothing happens. Stay safe everyone.

I have travelled to Netherlands few times - there sheer scale of the projects they did, even a hundred years back is astounding. They have reclaimed huge portions of land from the sea and turned them into cultivated land. We could learn do much from them on how to preserve our Kuttanad rice bowl.

Regarding city drainage, it is pretty obvious how to drain the water to the sea, but that will require a coordinated project to get all the canals rejuvenated, build storm water drains and implement proper waste disposal to prevent them from clogging up again.

I work in this field in the EU.
What we can learn from there is.
- Every district has Flood maps, in these areas buildings are not permitted.
-The importantce of proper sewer and stormwater network can not be emphasized more , we do rain simulations to design the pipe network.
-Assessment  of soil and proper drainage should be implemented everywhere.
- The golden rule of rainwater management 
 1.Usage 2. Infiltration 3. Retention 4. Outflow into rivers or drainage 

The the issues that we have.
- Interlock tiles everywhere which increases built-up area which inturn increases water flow.
- Water authority or PWD don't know what is Stromwater management or Flood analysis.
- Roads are built first without any water management. 
-Under designed culverts 

Why roads and infrastructures last longer in EU  ?
They do proper water management.
I don't think my line of occupation does not exist in Kerala because our ministers are yet to discover the value of proper water management.

There are many solutions to the many specific problems in water management in our state, the world has already been there and done that, yet we are running behind old ammavankallu.

My mom told me that near her office they cleaned up the drains and kept all the rubbish and mud just next to it and left it like that . And when it started raining whatever they cleaned just went back to the same drain and blocked it . Complaint has been filed but it's too late now

i think climate change is everywhere now. every year passing by the intensity of flood rains are just increasing. its not even june but the rain is so heavy with strong winds. and it will get worse next year(i hope not). and it's not even in kerala too. countries around the world is experiencing climate changes now more than ever

True, usually these kinda thunderstorms and unseasonal activity is observed over eastern and north-eastern India. But because of back to back western disturbances the wind moisture pull out from both bay of bengal and arabian sea was humongous along with the one brought from WD. Thundercells literally formed as far as in Thar desert.

The reason for such wet weather is 

1)   At this time in India kaal Baisakhi (or summer thunderstorms or pre monsoon rains) are very common so rains at this time of year are common all-around India.

2)   It is bit intense this time due to a large sub-tropical cyclone that formed over Rajasthan-Gujarat because cold air in mid-level troposphere escaped the jet stream as it was weaking letting cold air enter into sub-continent of India........ point to be remember is that it always weakens during this time of year as this is the time of peak summer in northern hemisphere so jet stream often are twisted leaking air into lower latitudes and as these jet streams twist, they enhance low pressure system in this case our sub-tropical cyclone.

3)  Here the low-pressure system was given by WD travelling from Mediterranean Sea with humidity from the same sea and got the cold air as discussed and got strengthen due to weak meandering jet stream and thus creating rainy and wet climate for most part of Indian subcontinent. (humidity also came from Arabian sea and Bay of Bengal too)   
  
4)   Point here to be noted is WD do travel to India this time of year and it's not uncommon to see them interacting this wildly... it's just everything was perfect this year in sync and a lot of climate change effects too that affected Indian subcontinent giving unprecedented amount of rain.
