As cross-border shelling unfolded on Wednesday following India’s missile strikes inside Pakistani territory, the rising tensions between the nuclear-armed neighbours have drawn international attention – particularly from China and the US.

US President Donald Trump told reporters at the White House on Wednesday that “if I can do anything to help, I will be there” and claimed to “get along very well” with both sides.

Underscoring the wider geopolitical stakes of the tensions, China has tacitly backed its long-time regional ally Pakistan, which has acknowledged deploying Chinese-made fighter jets against India’s increasingly Western-supplied arsenal.

While the global powers are unlikely to become directly involved in the conflict, experts pointed to deepening security ties between the US and India on one side and China and Pakistan on the other, as a sign that they are expected to offer various forms of support to their respective partners.

According to senior Indian officials, the US and India maintained “robust” and “strong” lines of communication before and after the strikes with Washington expressing “overwhelming” support for India’s fight against terrorism.

The officials said that India briefed US National Security Adviser and Secretary of State Marco Rubio “at length” about the context and intelligence information behind the strikes just hours after they occurred, stressing that any external mediation or investigation would be futile.

The missile strikes followed the gunpoint killing of 26 people, mainly tourists, in Indian-administered Kashmir on April 22.

New Delhi has claimed that it had clear intelligence information that “Pakistan-backed” terror groups were behind the massacre. Islamabad has denied responsibility and called for a transparent and international investigation – a call echoed by Beijing.

During a briefing with foreign diplomats on Wednesday that included China’s ambassador to India Xu Feihong, Indian officials reiterated New Delhi’s right to respond and expressed hope that the international community would use its influence to urge Islamabad to act against groups that target India and its civilians.

Washington-based South Asia analyst Michael Kugelman said that the “very close defence partnership that China has with Pakistan, and that the US has with India, are key factors and should not be overlooked in this crisis”.

He also noted that many in Washington viewed Pakistan as “essentially in China’s camp, even though Pakistan tries to project itself as a country wanting to balance ties with both of the big powers”.

The US and India have deepened security ties in recent years, partly to counter China’s growing influence. India is a major partner in the Quad – a strategic grouping that includes the US, Australia and Japan and aims to promote a free, open, and inclusive Indo-Pacific region.

In February, Indian Prime Minister Narendra Modi met Trump at the White House, where they agreed to expand American defence sales to India and pursue co-production initiatives to enhance interoperability and defence industrial cooperation.

While Russia still accounts for more than 30 per cent of Indian defence supplies, countries like France, the US and Israel have emerged as new sources of arms as India looks to diversify.

According to US government reports, Washington has sold close to US$20 billion worth of advanced defence equipment to New Delhi over the past two decades.

But Kugelman described intelligence sharing as a “sweet spot” for the US-India security relationship.

“The US has been able to provide intelligence to India to help it pursue its security goals,” he said, adding that information supplied to New Delhi by Washington in 2022 had helped to “avert a possible Chinese incursion” on the contested border between China and India.

While India was traditionally cautious about third-party involvement, it was likely to be more comfortable with intelligence sharing, viewing it as a “safe” form of cooperation, he added.

However, if India was plunged into a war with Pakistan, it would be thinking a “lot less” about its work with the Quad and other like-minded partners in countering China in the Indo-Pacific, according to Kugelman.

The idea that the Quad might become directly involved in any India-Pakistan escalation has been met with scepticism in Washington, where a former State Department official said he was doubtful the crisis would directly implicate the alliance.

The official, who was involved in efforts to bolster Quad cooperation, said that his “biggest concern” was how such tensions could be de-escalated if they spiralled.

“Obviously China looms large in that equation, given their so-called all-weather friendship relationship with Pakistan and increasingly fraught relationship with New Delhi,” he said.

Nevertheless, the official was doubtful that the crisis would directly affect the Quad. “I think the reason we made so much progress, and why it was accepted as well as it was, despite initial suspicion, \[was\] that we billed it as an informal grouping that’s not a security partnership,” he said.

According to Andrew Small of the German Marshall Fund, a US think tank, the recent tensions between India and Pakistan presented China with a chance to demonstrate that “they look after their friends”.

In a social media post, Small said that while Beijing was likely to extend intelligence and diplomatic support to Islamabad, ties between the two countries have deteriorated over the past decade.

This was largely due to Pakistan’s failure to protect Chinese nationals and China’s growing “unhappiness with Pakistan’s internal security landscape, economic, and political situation”, he said.

Small added that China expected the US to back India and that Beijing would “do likewise for Pakistan”. While Beijing did not seek a major escalation, it may not mind the chance to observe how Chinese weapons performed against India’s Western-supplied equipment, he suggested.

Sarang Shidore of the Quincy Institute for Responsible Statecraft, another US think tank, said that China had “unfortunately become an indirect party” to the tensions over the years, because of its “deep security nexus with Pakistan”.

However, Kugelman highlighted China’s “very important equities in Pakistan, including sizeable levels of infrastructure investment and other assets”, as well as recent efforts from Beijing to reduce tensions with New Delhi.

A full-scale war between India and Pakistan would complicate China’s ability to safeguard its assets in Pakistan and hinder its efforts to pursue “limited” economic cooperation with New Delhi, Kugelman said.

Huh, never realized that France is also one of India’s biggest export customers, especially since France already has a robust defense industry, technically the best in Europe even if Turkey has a larger army as France has a more balanced force. It’s even more of a surprise with the U.S. but I guess getting supplies is more cost efficient with India. At the very least, if France and the US are also major export partners with India’s defense industry, that should indicate that everything that Armenia is buying from India are quality weapons. I wonder if a new alliance is now starting to form between France and, India, and Armenia considering that they all have common interests in the region. Hopefully, as more time passes Armenia increases military cooperation and purchases with India, France, and the U.S.

Him and the PM are aligned ideologically, and get along on a personal level - and as long as we pay baksheesh to the US, we will get along well with him in office.

We will have to appease him though, so I expect a lowering of trade barriers with respect to US goods, as well as buying more US military hardware.
