We appear to be in the middle of a crime paradox.This year is on course to show the lowest rate of violent crime in decades in both Britain and America. While dreadful incidents like Tuesday’s shooting in New York deservedly receive widespread attention, they are increasingly exceptional. US rates of both violence in general and homicide specifically are down more than half from their modern peaks in the 1990s, and approaching record lows.

It’s a similar story in the UK, where violent crime has been trending downwards for three decades and continued its descent this year. But against this backdrop, the British public’s concern about crime has been trending steadily upwards for several years. And in the US, most people say crime is still rising both locally and nationally. Leaning in to the growing sense of unease, Nigel Farage, leader of the rightwing populist Reform UK party, last month hosted a press conference to warn that crime has risen so much the UK is “facing societal collapse”.

In the face of conflicting data, it would be easy to dismiss growing concern as a function of our bias towards fear and the media’s long-established proclivity towards negativity and spectacle. But while people are notoriously bad at judging prevalence, they tend to be better on the direction of travel — a 2016 paper by British political scientist Will Jennings shows this is also true for crime. So what is going on?

A key factor driving public perceptions is that while the most dangerous crimes have thankfully become much rarer, many of the most visible offences are on the rise.

The UK is a good example. Violent crime is down significantly, a fact backed up by both population-wide surveys and hospital admissions data. The public feels this change: in the late 1990s, 25 per cent of Britons were worried about violent crime, today it’s 8 per cent. But other offences are sharply up, most notably shoplifting and theft from the person, both of which are at their highest in at least 15 years.

This shapes perceptions. Violent crime is especially alarming, but most of it is not random — just over half of victims know the perpetrator and have been attacked before. It also often happens away from public view, making it a distant phenomenon for the majority. By contrast, rapidly rising “snatch theft” is almost always carried out in public by a stranger on a first-time victim, giving a much greater sense that “this could happen to me”.

Shoplifting is especially damaging to the sense of public order, as people witness not only the act but the lasting consequences: the growing presence of security personnel and protective casings or locks on items from steak to cosmetics.

Both these low-level crimes provide a palpable signal that things are out of control, no media refraction needed. And both have been on the rise in many parts of the US and UK.

It fits into a wider pattern identified by US crime researcher Charles Fain Lehman, who argues that while America’s violent crime problem is clearly waning, there is a countervailing problem of mounting public disorder. This expanded and somewhat fuzzy category is hard to track, but Lehman proposes a number of possible yardsticks, including fare evasion on public transport, driving offences and dog attacks.

My analysis of UK data mirrors his findings. Fare evasion in London and New York is running much higher than a decade ago, hospitalisations for dog bites have more than doubled over the past 20 years and careless driving also appears to be ticking up.

This once again tracks with public opinion. Britons report feeling safer than ever walking alone after dark, but there has been a steep rise in the share of people saying antisocial behaviour is rising.

All of this is compounded by the sense that criminals are operating with impunity, as the rates of arrest, charging and prosecution for all crime types has been trending downward in both countries.

The overall picture fits neatly with a 2021 study which found that people’s worries about crime are heavily shaped by their sense of lower-level disorder and police performance, rather than more serious but distant attacks.It’s tempting to blame the media and opportunistic politicians for fanning the flames. 

It might not even be entirely wrong. But it also misses the point. America and Britain are less dangerous than ever, but more disorderly than they have been in some time.

Obviously, for some rare/significant offences like homicide, under-reporting is not a problem as these crimes do not go unnoticed.

I lived here for 17 years and have not even been physically threatened once. (Sadly had been verbally abused at but i can take care of myself in a shouting swearing match)

You are very, very unlikely to get stabbed and you are very unlikely to get mugged. Knife crime in London is a huge and growing problem but those effected are disproportionately from at risk groups, that it sounds like, you are not part of.

Having worked in an inner London comp for a number of years, one of the big things we'd see is gangs using young kids to do a lot of their dirty work. You can sometimes even see them loitering near schools at 3.30. Often, they'd lure them in with expensive gifts and cash in return for carrying things for them. This often involves transporting drugs and blades. A couple of times, we'd seen some of the (otherwise) nicest, most well-meaning 13 year old boys be permanently excluded for bringing a knife or axe onto the school site. Once, we had someone go missing for a few weeks while he was "working" as a county lines mule.

Regarding the race of these kids, they're often black, yes, but there were plenty of South Asian and white kids being preyed upon, too. I can't claim to know how they choose targets, but I imagine it's got something to do with who they perceive to be most susceptible to being sucked in by the money. Sadly, our perceptions of who the poorer kids might be are going to be tied to our notions of race and class markers.

I would imagine that there is a higher correlation between being *male* and a victim or perpetrator of knife crime than being black, just as I imagine men were also the vast majority of victims and perpetrators in Scotland/Glasgow as well. So it is more of a gender thing than a race thing.

I suppose that another factor could be that, if a person is poor and black in London, they are acutely aware of wealth and opportunity in the very place that they live, but also feel it is inaccessible to them (and this perception may well be accurate). This could foster a fatalistic attitude whereby the pathways to “normal”, stable lifstyles are rejected as impossible, so the men seek other pathways towards status.

One accessible alternative to material status is status as dominant: being a dangerous person that you don’t wanna fuck with. That’s when knives and weapons enter the picture, and once they are there, they cause more weapons to appear as a kind of low-level arms race emerges.

Poor white communities have pathologies of their own: suicide, alcoholism, domestic violence, gambling, racism. The UK has a horrible history of letting poor communities stagnate, and when people exist in a state of existential uncertainty and boredom, disturbing trends emerge. This is why I am very much in favour of proper investment into poor communities.

I'm Asian (brown) but have always lived in mostly black parts of London and most of my friends growing up were black (less now because different social circles). To start things off the best person (and usually most informed) to talk about these sorts of thing is someone who is black because they'll understand the nuances more but given lack of input here from them here's what I've noticed:

* There's a lot of very strict, religious, academic African (sometimes Caribbean) families and you'll notice quite a few black British students who are doing e.g. medicine and getting really good exam results come from this background - they're not involved in knife crime and there's a lot of them going by unnoticed
* Knife crime usually starts with gang culture and black people living in rougher areas have far more opportunity to join gangs than other races. I'd also notice they'd target black boys more than other demographics plus they'd tend to know them from their older brothers etc.
* A lot of black kids have single mother households (particularly Caribbean) and the mothers work so don't have much time to keep tabs on their son who can often hang around with a bad crowd after work. Also they tend to be pretty soft on them probably due to guilt of them not having a father around or them developing a much closer relationship without a father/husband present. I notice in school they'd often stick up for their son vs. teachers when there were complaints about their work/behaviour. Asian mothers would never do this.
* There's a big pressure/desire for them to build up a reputation/name for themselves. This is why they can't let things go, e.g. if someone insulted them/their mum or if one of their friends was attacked. Social media has no doubt made things worse.
* The ones who do badly in school/get kicked out only have their gang/proto-gang to turn to and they view this is an easier route to status/recognition/wealth than the horrific grind you'll have to do as a young person with no work exp/qualifications.

I just lost a fucking monster essay of a post refreshing the page, so this might not live up to what was, but here goes.

The first thing is the usual socioeconomic factors, stark rich:poor divide, and levels of poverty in some parts of London, as well as it being the capital. It exacerbates and exaggerates the capitalist rat race even more so than elsewhere in the country. Where you have people living in poverty, with shitty schools, and general apathy towards a system meaning that you can't see the forest from the trees, or a route out of that poverty due to a lack of access to suitable provisions or representation. That one guy just off your estate driving a brand new Range Rover, who has 'made it' through criminal activity becomes a lot more enticing to follow than grinding at your shit underperforming school in the vague hopes of a middling job. That means that, as a young person from a non-privileged background, crime is a far more appealing way to get a good income than more traditional means. Compared to some privately educated kid from Surrey that grew up never wanting for anything and having access to the best education that money can buy, knowing they have all the opportunity and choice in the world. It's completely different for poor kids growing up in big cities, and particularly London. Like I said, this is all exacerbated since rich and poor are in such close proximity in London, whereas it's often in more isolated pockets across the rest of the UK, so people feel even more pressure to succeed. 

You also have to consider the culture for crime in London compared to other places. You have some kind of mutually assured destruction type scenario where people are worried about getting stabbed, and carry knives themselves for protection, like how a lot of Americans carry firearms to protect themselves. Something you're not as likely to find elsewhere in the country. Just having a weapon on you and being prepared in that manner means that you're more likely to use it. On a personal note, as much as I love London, I find there's a culture for escalating aggression here that you don't see anywhere else in the country, a small disagreement is far more likely to escalate into aggression or even violence due to the fast paced nature of life down here compared to elsewhere. Combine that with people carrying and you're just going to see more knife related crimes. 

With gangs themselves, people get tribal and territorial over just about anything you can imagine - I’ve known of ice cream van drivers to attack each other’s vans if they saw someone else on ‘their’ turf.  So you might have a dealer who wants their turf protected and getting his/her lackeys to do something about it. Given the MAD scenario with knives, someone can get stabbed. Once you kill one person, you risk reprisal from friends and you end up with an eye for an eye scenario where people are just killing each other endlessly. Or it can simply be people getting tribal about schools they go to, estates they live on, whatever, and seeing anyone that they don’t know, as an intruder that isn’t up to any good in their home. Either way, it acts as a flashpoint for a fight, which can lead to a stabbing.

[If you look at ONS stats here (Table P6 in particular), you can see that London generally makes up for 20-30% of knife crimes in the UK, and has done for the last decade. Although it has been eeking out into the home counties in recent years, but whether this is simply due to the influence of London on crime culture, or because dealers and such are crossing county lines and going farther afield, I do not know](https://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/datasets/policeforceareadatatables)


Then you have to consider the demographics of London. London is obviously far more diverse than the rest of the country, with the 2011 census showing that the black population nationwide is ~1.9 million and 1.1 million of that residing in London. It is undoubtedly much higher now too. That means that when you combine the socioeconomic factors, nature of crimes, etc. you’re going to find a lot more black people are involved, and unfortunately that means more stabbings because of how things are down here. Lots of media outlets always gloss this over, likewise with social media commentators, but London being home to over half the black population in the country means that things that happen here can exaggerate the issue of racial involvement compared to elsewhere in the country. Black men and boys aren’t going to get stabbed in some bumfuck city like Hull or Stoke, because it doesn’t have the same culture and the nature of crimes tends to be different in those cities, so it isn’t really an issue of race, but everything else surrounding London. The impact of London can not be understated though, like if we take a sport like rugby and have 110 players from London and 90 players from across the country (to account for the 55:45 split in the black population in London and the rest of the UK), you’re going to have 14+3 black players, which is about 8% of this group, so London makes some things much more apparent than the national picture would suggest.

Either way about it, it’s not so much a race issue as it is an issue with London’s culture of crime and the sheer number of people here.

Another factor might be a complete lack of home education, coupled with music videos and lifestyles glorifying material wealth and a certain lifestyle. Here is an example of what I mean.

I attended the "rough" school with my foster brother (he recently joined our family). Prior to joining the school, he was your stereotypical nerd; glasses, vocabulary and even collected WW2 plane models. Long story short, he joined this school and felt a need to act in the most perverted form of "black". He got rid of his glasses, even though it meant he was comically squinting at everything and couldn't see the board in class, started speaking, walking and acting a certain way. Forward 15 years later, this guy has been battered with weapons, stabbed, shot at, imprisoned and has a massive scar on his face for his troubles. 

A moment that sticks out for me was when he was boasting about making £200 a week in drug sales as someone in their mid 20s. I remember pointing out that he'll probably make more money working on the tills at his local Tesco. This guy had literally no idea how much people earn from a honest days work and when he realised his criminal record, years spent in prison, knife wounds battle scars, homelessness, living in hostels etc. didn't even equate to minimum wage, the look on his face was of someone who has just wasted their life. 

And this why I think the government need to do a lot more practical education in school. My parents raised me well so I wouldn't sell drugs and get into gang life because it's something I don't agree with morally. With that said, I was also able to think about it practically and the risk didn't outweigh the awards.

The only immutable factor that increases risk is being male. Despite what you might read, you are many times more likely to be a victim of random violence if you're male (including knife crime). This is as true in London as it is elsewhere. But those who commit violent crime are almost always male too. It's great and right that there is a task force set up to look at violent  crime against women, but we should also be looking at the statistically and objectively bigger problem.

I think it is more down to poverty than race. As someone else has mentioned, Glasgow was previously the knife crime capital of the UK, if not Europe. In Glasgow they set up a Knife Crime Reduction Unit and took a public health approach to violence (treating it like a disease), which seems to have worked really well. As far as I'm aware nothing like that has been attempted in London.

Perhaps it’s the specific area’s demographic and what one tends to notice in the papers. I lived in London (shoreditch) for 5 years and the crimes I witnessed first hand were as such:

Mugging with knife on canal: White. 
Moped phone thieves: Middle Eastern(looking). 
Home burglary: White. 
Armed gunman being taken down: White. 
Bicycle theft: White kid. 
Assault: Black. 
Drive by gunshots: Black. 
Arson on my flat: unknown (hoodie+mask).

Not just black people, but young inner-city males definitely. The reason YOUNG MEN (rather than black people per se) are committing so much violent crime is: 

1. Socio-economic factors: Relative poverty, parent/s working ridiculous hours - the rising inequality means that wealth is always on display, whether in person or through marketing, and is seen as a sign of power/success. (violent) crime in this instance becomes a means to obtain wealth
2. 1. Social Media: Snapchat and other s/m glorify violence and ridicule those who are victim of it (amongst gangs) - just type in snapchat gangs for an example 
3. A lack of opportunities: poor educational facilities, a reduction in youth clubs and other previously state sponsored activities designed to get kids off the street. 
4. A lower police presence/ distrust towards the police amongst youth
5. Drill Music: I think people should be able to make whatever music they want, but listening to people boast about 'chingin someones sister' and other violent crime repeatedly is unlikely to promote peace 
6. The prominence of single parent households (statistics are quite shocking for how this single factor can exasperate violent crime and crime in general) 
7. Poor decision making/ lack of responsibility/ nihilistic viewpoint of the world 

Only the last could really be the fault of the perpetrator themselves. There are probably various other reasons why but I think these are the main ones.
