Hebrew is, of course, the 'official' language but Arabic and Russian are very strongly represented. I don't know what Putin's personal views on Jews are, but given his loyalty to ethnic Russians in the Ukraine- enough to take his country to war over them- I would suspect he's not in any hurry to chastise Israel to the point of actually hurting any of his ethic 'relatives'. 

I also suspect he may be playing the long game in the region; if the Russian contingent in Israel gets large enough, there could be a power shift bringing the country closer to Russia and away from the US/UK bloc. I have absolutely no evidence of this, of course, but it follows if Russia and China are going to hang together they would want to eliminate a Western power base in the Middle East- not through force, but through economic and diplomatic means. 

And let's not discount the possibility that Russia has 'friends on the inside' in the Israeli government and intelligence services feeding them information on what the West is up to in the region.

Ok..being someone who has handled this beast...I think I can place some perspective..

1. It's co developed along with NPOM Russia. 51% stake with NPOM and 49% BAPL.
2. The key factor is...if you want to export - you need consent from the other half.
3. The range factor .  That's a key point...We being a key member of MTCR, can't export the variants beyond 290 km range 

Now combine above 3 factors together..plus other different variables..

Hence not an easy sell situation despite it becoming a hot cake!

But very sure, PM and EAM will work that out and clear the way for MoD to be able sell it across!

Goes without saying - that's gonna take time and good, god damn good efforts !!
