The issue is most rural houses are build from mud bricks covered with mud plasters and a 6.3 earthquake is devastating. The total confirmed death is horrifying. While a 6.3 earthquake in the states doesn’t cause much of an issue at all.

Nuclear tests usually register a much higher magnitude than 4 on the seismic scales. For comparison, the nuclear test done by North Korea in 2017 registered a 6.3 magnitude event according to the U.S. Geological Survey.

Besides, earthquakes of 4.0 magnitude are extremely common in that area; however, you won't really feel them since 4.0 is very very little.

I did, however, check the EMSC to check the earthquake activity lately in Pakistan, and it appears that for once in a very long time no earthquakes at all have appeared in the region lately. 

But seismic activity is not all used to detect nuclear explosions. Radiation releases would be the primarily method of detecting them, and if radiation releases + earthquakes had been detected, the entire world would know about it by now.

My bet? Precaution. There is most likely extreme safety protocol developed over the last half century involving nuclear weapons, and testing. I think this was most likely a case of "Better to have and not need, and need and not have."

I don't think it's a confirmation of anything other than the USA being on standby just in case Pakistan and India get 'uppity'.
