In this case, "government" means "governing party", not "the whole system of government".

In a parliamentary system, the government is the party that controls Parliament. So if they ever lose an important vote (a vote of non-confidence), they stop being the government. Either a new party takes over, or they hold elections. Either way, the French Republic itself goes on. 

This is different from the US where the president doesn't change even if his party loses control of Congress, and there's regular days for elections every 2 years.

It is usually countries ruled by strongmen that collapse along with a government often because it is the leader holding the country together, the Balkans being the prime example.

Parliamentary systems often have methods to force elections if the party in charge loses the confidence of the house. A no confidence motion will be called and voted on and if it succeeds then the government has collapsed and new elections are called.

Parliamentary systems are more flexible in this regards, in say comparison to the US congressional model. The US system seems designed to create deadlocks, where Parliamentary ones have ways to prevent deadlocks. Unpopular PM's get replaced, governments can collapse, new elections can be called. Where the US has gerrymandering, uniform term lengths, filibustering.

France has a parliamentary structure with the government being run by the parliament and Prime Minister, and with a President as Head of State, but not Head of Government.

The parliament "forms a government" by essentially negotiating among the parties until a majority group forms. That group then elects a PM and a council of ministers to run the government. 

What has happened now is that the previous majority coalition became weak and fractured, and the minority parties took the opportunity to call for a Vote of No Confidence. That means they force everyone in parliament to vote, and if the majority say that they don't like the current government then the PM and all the ministers are forced to resign, and the parliament has to form a new government.

So France's government still exists. Taxes still get paid, parking tickets still get written, but the parliament can't actually *do anything* until it forms a new majority government to take control. If nobody can manage to form a majority coalition for long enough *then* stuff starts to get weird.

"Government" in this context is just equivalent to "administration" in a presidential system. It only means the ruling party's leadership support has collapsed and this triggers a new election. Such collapses are a normal part of the parliamentary system, nothing unusual is going on. It just means a new administration will be elected. For now the old administration is continuing to govern the state just as an outgoing administration would in any democratic system.

TL;DR: The word "government" here only means "administration," the overall French government is fine and just going through a leadership change. This is all a normal part of the French political process.

When the government cannot show that they can make a majority of the representatives in parliament vote with them to get government policy through, that government collapses - triggering consideration of whether anyone else can form a government (eg by agreeing a coalition) or else elections need to be called.

Our government has fallen quite a few times and you probably didn’t even notice. 

I’m not an expert on the French system, which is a bit odd, but basically a parliamentary government falls when they lose a vote in parliament on an important issue - normally a budget, which is what happened in France. It’s a non-confidence vote and all it means is boo hiss, we don’t trust you to keep governing, Mr. Prime Minister. We want someone else. It is a pain in the neck, everybody has to go vote again here in Canada, or in the case of France, with its more unusual system, the President has to appoint a new Prime Minister.

In no way shape or form is it a “tanks on the street” sort of thing. 

It isn’t a bug in the system, it’s a feature - it’s like a circuit breaker that can trip if the Prime Minister is doing something people don’t like.

A government collapse is kind of the same thing as a break-up/divorce, things are a bit messy for a while for the parties involved. Also most governments structures functions will just function like regulary and that's for day to day things the most important ones.

The problems mostly surface when things go on for a longer time, because then the major decisions are not going to be made an new problems are not being handled well.

In Canada where I live if the government "collapsed" it would mean they lost a confidence vote in the House of Commons which basically means that governing party failed to get the majority of the votes to pass and continue governing. So Parliament would be dissolved and a new election called.

I'm not totally sure on Frances system but the word collapsed is not literal in that the core functions of government continue to operate regardless of the party in power and the economy keeps going.

Basically it just means that the current government is now in a state of being resigned until a new government is formed. They still manage day to day business so effectively they still have power. 


Technically Macron can indefinetely hold this state of resigned government its not clear as there is no limit or take the same prime minister with even the same ministers but these two options create a political crisis. Nonetheless we stayed without a government (as a resigned gov managing day to day business) for quite some time. It can really stir up things though.

Like most democracies, the bureaucrats will keep doing their jobs until their new bosses tell them otherwise. In normal times, this means day to day services should continue.

It's a really dumb and extreme way to say something that happens regularly across all parliamentary systems where the governing body is at a standstill and a new election takes place to help shake up the votes so things can get passed again. 

Usually in practice it means some bills don't get paid until later than usual but things just keep going under the assumption things will eventually get passed and things will chug back along compensating for the period where decisions weren't getting passed by majority.

If he waits until longer by appointing another PM, that only increases the chances of National Rally winning an outright majority in the next election. Bayrou strong-armed the president into nominating him, with a legislative body cut into three roughly equal parts (left, center-right and far-right) who can't stand each other for  long enough to hash out a compromise, and don't want to so they don't "sell out" before the presidential elections in two years. 

In the nine months (?) he's been the prime minister, Bayrou's strategy has been to waste time on talks before trying to ram through laws that don't reflect those talks. He's also been the target of a nasty old little scandal involving violence (including sexual violence) against kids in a catholic private school that was under his purview as a regional head - and where his own kids went. In the course of this thing being unearthed, and in many other occasions, Bayrou's been caught pants-on-fire lying several times.

Bayrou could not do anything and wasted nine months to soothe his "man with a great destiny" ego.

Not that I have a lot of hope for whoever comes next, but Bayrou never had any chance to do anything.

Sitting in Paris bracing for the next French political crisis, I found a strangely fascinating table from the IMF. It gives government spending as a percentage of GDP for dozens of countries. Clustered at the top are several isolated microstates: Kiribati, the Marshall Islands, Dominica and Micronesia. Counting only countries with populations over 150,000, the biggest spender was Ukraine, at 74 per cent of GDP. Fair enough — it’s fighting an invasion. But next in the table, at a stonking 57 per cent, is a country at peace (except with itself): France.

That number underlies the crisis. With France’s budget deficit hitting 5.8 per cent of GDP, François Bayrou, the fourth prime minister since 2024, wants to cut €44bn from the ever-expanding budget. Since parliament won’t let him, he’ll probably lose a vote of confidence on Monday. Then on Wednesday, protests and strikes aim to “block” an already blocked country. Why can’t France spend less? And where might this end?

Contrary to popular belief, France’s state wasn’t always massive. At liberation in 1944, many people lived on farms without even rudimentary public services, such as electricity or running water. Pensions used to be ungenerous. In 1970, the effective average age of retirement was 68, exactly the age at which the average French man (in an era when most workers were men) died. In 1995, six governments of developed countries were higher spenders than France.

Then, when the euro arrived in 2002, French politicians calculated that with the European Central Bank printing their money, they could spend with impunity. The prodigality peaked in pensions: French retirement now averages 25 years, about the longest in human history. But spending is also relatively high on health, infrastructure in cities (though not in France’s vast countryside), and — oddly for an obsessively over-centralised country — on local civil servants. Meanwhile, France’s private sector has borrowed merrily too.

French politics is personalised around the figure of the president. After the former Rothschild banker Emmanuel Macron got the job in 2017, the word “neoliberal” pervaded French discourse. France is now routinely described as a “neoliberal wasteland”, its state supposedly slashed by Thatcherites. In the new post-truth era, other absurd beliefs went mainstream, such as the notion that France was uniquely cursed (as witness world-leading French pessimism in opinion polls) or that it was heading for racial civil war.

Then, from 2022, global interest rates rose, punishing spendthrift states. France’s 10-year borrowing costs have jumped to 3.5 per cent, similar to Greece and Italy, albeit below the US and UK. In fact, as so often, France’s dysfunction mirrors Britain’s. One reason the two states have been co-operating on defence is that neither has the money to act alone. It’s like two small companies merging to survive in international markets.

Because France overspends domestically, it can’t afford to help Europe resist Vladimir Putin. Its defence budget is still only 2 per cent of GDP. I recently visited a weapons factory that makes surveillance drones. I imagined it was producing thousands, but was told, “The French military has 14.”

How to cut other spending? Bayrou’s people are trying to persuade opposition parties by trumpeting the improbable claim that the IMF might intervene. The opposition agrees that the debt should fall, but not on any actual measures to make that happen. That’s partly because both main opposition parties are economically far left: Jean-Luc Mélenchon’s La France Insoumise, and Marine Le Pen’s Rassemblement National, which is far right only on immigration and culture wars. Both parties aspire to drive the deficit even higher by lowering the retirement age back from 64 (to which Macron raised it) to 62 or even 60.

Cutting spending would require compromise. But that’s now unthinkable in French politics. Macron’s remark after taking office that France was “not reformable” appears correct. The likelihood is continued stasis, with French debt climbing further from today’s 116 per cent of GDP. Debt-servicing costs, already the budget’s single biggest item at an expected €66bn this year, have begun crowding out other spending. Further downgrades by rating agencies would push up borrowing costs.

The traditional forecast is that the far right will win the presidency in 2027, possibly precipitating a debt crisis. I’ve always doubted that: France’s political saving grace is that the far left and notional far right still loathe each other. But an accident is becoming ever more likely.

Unfortunately it's impossible to enact in almost any country. Pension age is too low and funded from general taxation in most. I'm curious to see the effect if France raised the pension age to even 66, what is life expectancy in France now 82? 

I don't believe that people should work until the day they drop or that they shouldn't retire in condition to enjoy it however it has to be affordable for the state.

I'm in favour of a more individualised retirement system. Have you worked physical labour for 40 years? Then yes you should be able to retire in your early 60s. My own job is desk based but it is stressful I hope when I reach my 60s I can reduce hours or move into a less taxing position for a few years but I could do my job with arthritis a bricklayer or a nurse can't.

The idealistic young leftie in me thinks that perhaps everyone should be more like the French, raising the middle finger to the people who want everyone to work more and longer for a miniscule share of the national wealth pie, and cultivating a general attitude of "I owe you nothing" to those in power.

And then my middle-aged current self kicks in again and tells me that unless everyone does that, you will lose in the global competition and you will probably end up poorer and less happy in the long run.

France has been snugly in the top  10 military budgets since forever. If it can't show enough for it, it has less to do with the amount of money and more with where that money is going.

About 40% of the population works, when in other developed European nation are between 50-60 (and sometime more), and only half of those pay income taxes.

Analysis in the article is not correct. Spending did not rise in percent of the GDP, it is tax cuts from the Macron government, especially on CAC40 companies and ultra high incomes that raised the debt so much. The country is stuck because he doesn't want to consider the option to raise these taxes again and prefers to have the 80% of the french population pay for debt he created in his 7 years of presidency.

From 1995 to 2008 (the banking crisis) it's pretty much the most stable period on the graph, which starts in 1980.

It does not contradict that there's a persistent trend of increasing debt, but that that it started because of the Euro.

Macron should have appointed an NFP prime ministerial candidate from the get go and just accepted the reality of the parliamentary math.

The constant collapse of french governments is very predictable when you don't have the seats, with NFP and Renaissance they had the seats but Macron and his party were unable/unwilling to swallow their pride. 

Now two years down the track the left is both not as unified and are far more wary of ever wanting to work with Macron so he's facing an even greater challenge. 

In a normal parliamentary system where parties have more control this likely would've worked itself out but unfortunately France has a system were the president gets to choose his mate to be pm. 

All this makes any party that isn't RN appear pathetic and unable to govern as well so that's wonderful.
