The thing with phrases like "in touch with", "associated with", "has links to" etc is that they are deliberately ambiguous. So officials can safely use them everywhere, and the zero IQ BJP social media barbarian hordes will instantly pick them up and attach whatever meaning they want.  

Notice that this top cop never said "Sonam Wangchuk was passing on secret information to Pakistan" or "he was acting in accordance to ISI instructions", but that is how the twitter gutter will interpret it. Which is what the BJP wants while at the same time being in a position to say "we never said that".

Both of these are possible, it is the lack of empathy and delusional mindset of govt. who thinks that they can achieve any peace or security without support of local people. Stop bandishing govt. propaganda. If people of all of the country can choose their political class so can Ladakhi people. 
People appointed from centre are apathetic bureaucrats, how many even speak the local language or bother to understand local culture in their short tenures?
You can always demarcate sensitive military regions that armed forces need and rest can be handed over to local govt. Police MUST answer to local representatives, this is how you run a modern country.

Sonam Wangchuk is not asking anything new here. He is asking Govt to fulfill their own promice which they had made before elections in Ladhak .

The govt. has ruined Himachal and UP Hills by building roads without accounting for the fragile ecosystem. Those roads get washed away with rains, brought down with landslides. You think with roads like that our troops will reach Ladakh? Sonam has always been for sustainable development, if the govt is concerned about national security and not sucking up to corporate interests, they would actually put money where their mouth is and build roads with some foresight.

Security is necessary and in that case the centre should have a deep discussion with the inhabitants from Ladakh. They've been protesting for years now. Ignoring them is not the solution.
