Seems CIBIL has made this a revenue stream by selling personal data with third-party (scamsters).

I think insurance companies are allowed to get/share data from each other and aggregators like Policy and other places.
  
I’ll tell you my experience, I had a health insurance policy, due to expire. It was close to 75k in total  for family that too before Covid, it was on Allianz. I got 5-6 calls daily on how they can design the policy better than what I was paying. They had full details about my policy, I mailed everyone from top to bottom and finally got a call where yhey told that data does get shared
  
Like not the entire details but basic profiles gets shared
  
For bg purposes, history and other things he told me.

b) Policy Bazaar - Once you give your details to them, accept that it will get sold

Then there are minor culprits such as the government and the bank if you financed your vehicle via them

Digital privacy laws need to be international and need to be extremely strict and NOT carry any grandfather clauses. As in, if you are an old-timey internet user (like myself) who has been online since the very late 90s (and I used BBSes in the mid-90s, but those are lost to the ether), the shit they would have on you and I would be purged as they were not done in compliance with any rules.

Many of the laws regarding privacy and warrants and all that stuff was written long before the age of mass information gathering by private entities and the biggest threat to privacy for a long time was the government and state actors. This hasn't been the case for a very long time now.

It's been a law since August 2023, it's just not been enforced until now. The act itself is kinda half assed imo and has plenty of leeway for companies. 

And it's not at all applicable to the Central Government.

Imo there are two types of threats to a person's digital privacy. 

1. Multinational Corporations (Google, Meta etc)

2. The state 

My understanding is you can still curb the influence companies have on your privacy, however state surveillance is near impossible to escape even for the most dedicated individuals.

The current Government in India has been accused of using Israeli spyware against political opponents.

Obviously this counts as active surveillance and but the fact is this is not a government that values privacy beyond face saving measures.

India's state surveillance infrastructure remains largely opaque. 

Hence, while the act is a good step, it's only a half measure and the government in India hasn't exactly proved itself to a champion of rights of citizens. Infact it's the opposite so yeah.
