I am an engineer who studied from a tier 1 university with 8 yoe who lives pay check to pay check.

A distant cousin of mine graduated from madhubani university and currently junior engineer in some government department. Salary is 50,000 but takes home 5,00,000 per month additional while expenses are almost zero. 

That is enough motivation for my parents to ask me to prepare for govt job.

1. To get married: As arrange marraige is still top priority in Bihar, usually the parents tend to look for a groom with stable job, and in Bihar, only Govt Job is counted as one.   
2. Comfort: Anyone who has been through govt offices now how comfortable life and even the job gets if you can secure a govt Job. Also, its said all you need to do is crack the exam and your life is sorted. We all have to praise the confidence a Bihari has on winning in life thus they try really hard.   
3. What else: If you have always heard praises for ones holding goverment jobs, you will always look to be one. There are not much options aside that.   
4. Dowry.; Sorry to say, but any govt job gets you a good package.  
5. Corruption: the easiest way to get rich is bribes and corruption and Bihar i sthe best place. TBH people are motivated to take more and give less.

See there can be various reasons involved in it,

1. Many of the parents don’t have the financial stability so that they can provide their children higher education in private colleges or get them into an engineering/medical college. So their children end up preparing for the government exams where they see the hope for their future.

2. In many families, where earlier there used to be large acres of land and good amount of wealth. They had a feeling of prestige and power, which resulted them not to go outside of the state, having the feeling that their land will be taken by their siblings or they had feeling like owning so much of property, how can they work under a person or an organisation, This idea of living in a bubble has deteriorated the situation further.

3. Having parents in government jobs resulted in a feeling that government job provides you stability, power and recognition among society, which further led their children as well preparing for it.

Large companies need to set up shop in Bihar like L&amp;T, Infosys, Wipro etc.

Once you have that you can build an ecosystem of startups.

Currently, only two major IT firms are in Bihar, HCL and TCS, there are another 14 or so smaller IT consultancies.

The steps to get product startups are:

1. Get a large outsourcer with at least 50-100K jobs in Patna
2. Wait 10 years for these engineers to invest in and build startups

By 2030 larger IT firms will be in the state

By 2040 Patna might resemble present day Noida/Ranchi in terms of IT.

Other than that manufacturing needs to take place, maybe Tata Steel/Motors can set up satellite factories with connections to the main plants in Jharkhand.

Unless MNCs expand in Patna, Muzzafarpur, Gaya etc, nothing will change and Bihar state government/central government will remain the top employers of skilled graduates.

As a Bihari, I know this is satire but it's an apt representation of what's happening. My own mother wanted to be a teacher, she's very capable and well educated, with over 4 degrees in B. SC, B. Ed, M. Ed and on her way to get PhD, but she couldn't get a government job as a teacher as most of them get it through bribery and she doesn't have any contacts whatsoever, she's well deserving but can't be one as they hardly release vacancies. 

And when they do release a vacancy, they ask questions so difficult even harward teachers would struggle. If these govt teachers pass such tough exams, how are they so bad at their jobs?

It makes me incredibly sad to see such dumb teacher wasting jobs for deserving teachers with salaries so high through corruption and destroying the future of our children so blatantly.

I understand and agree with what you said. But the problem is that there is not much opportunities in private sector in Bihar. There are no MNCs or start ups. Small private companies pay peanuts. Starting your own business requires huge capital. And if you somehow work hard and make your business successful, then gundas will come and ask for commission. Police are highly corrupt. So at the end you have very limited options -   
1. Migrate to other states and work in private company with a good salary (you will face discriminations)  
2. Take over you family profession (mostly farming which also pays peanuts)  
3. Try for a government job which can change you fortune
