Unrelated to the exam but:

No way. 

Kashmir should perpetually be a Union Territory, under the strict vigilance of the Centre.

I'm of the opinion that Jammu should be separated from Kashmir, and should be made into a full fledged State.

I know it sounds bad but speaking realistically, if Kashmir is democratically empowered, it'll only give rise to the likes of Engineer Rashid at the State level. 

Wait a decade or two, when demographics are more balanced in Kashmir, and then make it a State.

About the pardoning power question... there was news about the extradition of Tuhawwur Rana. He had applied for pardon or something in the USA which he was denied about and then moved to India, so I think it's from there.
And for the Jammu and Kashmir question, it's the 5th anniversary of the state's reorganization that's why it probably got its place in the question paper. This was in the news as far as I remember.
