That's true and has been the case since the very beginning of the war, because it is natural for a nation that's fighting for its survival to want to escalate to directly draw in its allies. From the perspective of Ukraine, direct involvement on the part of NATO would be a lifeline that they'd be stupid not to try and get a hold of. 

Whether or not giving the long-range weapons would actually be an escalation is a whole different story and honestly, I cannot definitely tell you even though I wrote a whole paper on the subject of escalation in Ukraine, as this is often voodoo magic that is contradictory. Has to be said that the Biden administration was very big on limiting "escalation" so it seems to be something that both administrations firmly believe in.

Trump's narrative here is that, despite America essentially subsidizing Ukraine and keeping it afloat with intelligence sharing and various other things, that Ukraine-Russia has nothing to do with America and that he is an honest broker questing for "peace". Thus, he needs to perform "progress," and Putin both in action, and more importantly for the narrative, in rhetoric (if y'all keep up with what he says, he says many things, and didn't even talk about this "peace" stuff for two months straight; he was signaling though that he saw the tomahawks as a red line which would see some sort of retaliation in some form, though), has not performed that "progress."

The Tomahawks too would be in far too limited quantities to do anything, a lot of reporting showed that only conceptually a few dozen could be given to Zelensky at most, and most importantly there's less than a half-dozen ground launchers for Tomahawks in existence because it's a ship-launched system and nobody until recently thought about making ground launchers.  
It's also not as if they would actually be some "game changer," that's really a wunderwaffe thing and the term itself was literally used to describe the Challengers, the Storm Shadows, the Bradleys, the Abrams, the HIMARS, the ATACMS, the Patriots, the F-16s, and countless other systems which did, in fact, not change the game. For comparison to these few dozen tomahawks, Trump used fifty-nine of these rockets on the Syrian Ba'athists in April of 2017 and it practically did nothing, and that's more than double what Trump would realistically give to Ukraine.

Russia too can escalate, both in Ukraine direct (though Trump doesn't really care about this) and elsewhere. Ukraine's energy infrastructure and grid has been getting shellacked for weeks now as something of a forewarning on the Tomahawk thing and other issues, and Russia does, contrary to the popular narratives, actually enforce its "red lines" in ways that are usually subtle. If Trump gave Tomahawks, who is to say that Russia would not start selling missile systems to say, Venezuela or Cuba, or give even more advanced technology to North Korea?

Trump *really* doesn't want escalation in Ukraine. He's been saying as much for years, but he cannot look as if he's giving up on all of this "peace" stuff because he incessantly brought it up for just as long and it would embarrassing if he did. Thus you get this roundabout process where Trump says things to feign progress, Putin drags his feet and eventually does similar, and the war continues in practicality.

He should learn the real lesson from the Gaza ceasefire, that the way to get Russia to a ceasefire is to pressure them, ie approve more sanctions, give Ukraine new weapons and making the war so difficult for them that it makes no sense to continue fighting

The only solution is the path Ukraine is currently on, continue increasing capability of its own long range cruise missiles with the help of Europe and drastically increase their production in addition to all other drones and missiles it has in its arsenal and continuing to pummel Russian fuel, military, and energy production as well as Russian troops on the battlefront.
