There is absolutely nothing stopping India from manufacturing anything except access to technology.  India has existing capacity to make iron, steel, cement, wires, shoes, textiles, buttons, and a million other things.  In the US, I have encountered many manhole covers made in India.  Upscale dining tables at many top US retailers (such as Crate and Barrel) are made in India.

  
All India needs to do is become reliable.  In the US, far too many people know about IST (Indian Standard Time), which basically translates to "if an Indian or an immigrant from India gives you a certain time when things will happen, add an hour of leeway."  20 years ago, a family friend would import some niche handicrafts from India to the US only to then sell it to customers in Japan.  The Japanese were happy to pay the extra overhead in exchange for certainty of delivery.

  
In the 1990s, there was a German guy who designed home decor items (silver plated brass items) and got them made in Moradabad.  He would order 1,000 and keep 100 and throw the rest because so many items were damaged in manufacturing.  Then, one day, he was talking to someone on the plane from Germany to India and this guy said "Come to Hong Kong, you will be pleasantly surprised."  In HK, the defect rate was 1%, not 90%.  Even though he was paying 5x, he was still coming out ahead.  He abandoned all the suppliers in Moradabad.

  
I have been to many tailors in India over the years.  And most of them are careless, unmotivated, calendar-blind, and/or technically deficient.  The ones that are really good I not only patronize them on every visit, I drum up business for them.

Look at Saudi proposal to set up a 50B$ refinery in Konkan. Due to local resistance to land acquisition and political posturing, the project hasn't yet materialized. Who should we blame here?

It takes a lot of planning and a wise government. The first thing Deng Xiaoping did when he realized that China needed to develop quickly was to promote people with engineering degrees into government. Then they made massive plans that they knew would not pay off strongly for the next 30 years or so. Today Xi Jinping is getting much of the credit for things that Deng started but I’m sure Deng would be fine with it, he simply wanted China to succeed. So you need the right people in place, then you need to make plans. Democracy is not a good form of government when things need to get done quickly. All the support infrastructure needs to be built, and that requires space- if someone owns the land they will want to be paid for it or else they will vote for people who will delay or destroy the larger development plans. Indians enjoy more rights and freedoms than many people in countries that are richer than it. It’s very possible that the typical Indian has more political freedom than the average citizen of Singapore. But it’s unfair to ask that the same government which provides such freedoms also allows for development growth to be similarly fast.

Only if it stops trying to ape the West and instead apes China, Malaysia, and Indonesia.  The day it makes those 3 its role model is the day India’s manufacturing will skyrocket.  The West’s manufacturing is a sh-t show.  The only reason the West is still ahead is all the wealth it built during its industrial golden age of the 19th and 20th centuries.  But Western manufacturing collapsed in the 1970s when it switched to fiat and could continue living opulently on imported goods and persistent trade deficits.  It was a Faustian bargain the West’s oligarchs made at the expense of the West’s working class.

It's the business environment that's hard in India. When government doesn't enforces security in transactions and on street, investments are hard to come. The entire market suffers in a way that is hard to comprehend. When middle class has less money in their hand, they can't spend much or save in larger investment funds. Rich usually look for moving money in tax havens.

You are to blame for this. Now that may seem harsh, but the reality is the past is the past and something that happened 200 years ago is really not that relevant. If you are seeking someone to blame you will never be successful. Singapore, South Korea, Germany etc are all very good examples of where countries didn't feel sorry for themselves and then created their modern countries and wealth.

What is to blame now, is the current Indian culture &amp; cheap labor (which is also somewhat cultural). Look at China, they have come SO far since the 1980s. Why? Because 1) China believes in machinery and technology. India believes in inexpensive labor. I am still always shocked when I see things like 3 guys hand trimming the grass with clippers. Men manually digging up the ground at a petrol station for new gas tanks. Even for my own manufacturing, I bought this nice piece of equipment, which can do things that our guys cannot do by hand. However, labor is so inexpensive in India, that it is actually so much less expensive to do by hand (Even if that means doing not as many designs, not being able to do some designs). On top of that, it has been a huge hassle for me to get our guys to operate the machine daily--just not skilled enough to do it, and maybe they want to just do by hand. I would have thought that I would have had 10 machines running by now.
2) China believes a "rising tide lifts all boats", and they make it a point to help small businesses and encourage entrepreneurship. From China, many small businesses are able to easily ship their products abroad whether by air or sea. In India, it is much more complicated, and for heavier items, it is not cost-effective, as there are not business hubs where partial containers, pallets, or boxes can be cheaply shipped by sea; as there is in China.

Stop blaming external factors.yes they are at fault partially but the local policies politicians wanting there cut like goons screw everything.  Only big people with connections can manufacture something without issues.  Otherwise it's an Uphill task. Check indiabusiness subreddit. An exporter has to give bribes to move his product across and that is a shitty thing.
