Without more history it is so hard to know. Why didn't they transport him with chest pain, did he decline it? Did he have another, readily identifiable cause for chest pain? These cases are almost useless without complete history to have any idea if an error was actually made.

The money will be paid back to those who paid the tariff aka the importer. It really shouldn’t be that hard. The government has documents that they used to calculate the amount owed and collected. They would just need to use the same system in reverse. It’s the same as collecting taxes. They collect them and issue bills/refunds to millions of people each year, so just do that.

All transactions are fully documented.  Refunds will be easy since the government already is setup to refund tariffs and import taxes.  


Large companies get duty draw back refunds all the time. 
The largest check I ever held was for $2 million in duty refunds for my company. 


Refunds checks will go to what company was documented as paying the tariff.  
That shipper or broker would have to refund you.

If members of the Supreme Court go against him on this cornerstone of his foreign policy where he wakes up in the morning and punishes countries that piss him off by refusing to bribe him with a plane or a Rolodex watch, what is to stop him from arresting them? 

He controls the military and the national guard and federal prisons.

Well you're going to have to send your information and proof of tariff payment to TrumpTariffReturn.com who will process the return for a nominal fee and % of your return.  

Honestly the individual consumer is not going to get anything back unless they imported something themselves and have proof of paying.  

For companies that import goods the tariffs are a separate line in customs billing, so that can all be tracked.  Best guess would be a drawback process like they already have setup for duties or a simple tax credit.   I don't see it being a simple reversal payment because the government does not like giving cash back without a request.

It should be easy to pay back tariffs to the people who paid them (the importers).  Whether this would force those importers to pay back the consumers, I do not know.

Since most of the tariffs were paid by companies importing goods, those companies could file an amended import filing and request a refund.  There is a process that already exists for corrections. 

I’ve even filed to freeze my paid tariffs, with interest, until a WTC case was settled. We got 100% of the held money and were able to file an amended import filing for all files not liquidated. That was fun filing for such a big refund after a classification battle we had with customs.
