Theory is good, but plan will die on the tables of bureaucracy. I stopped video when it reached the point of collaboration with punjab/Haryana govt to stop stubble farming.

See people aren't that slow but system is. To do something even in one state requires too much red tape. Now you are asking about two other states, (for a moment, let's even forget if both states have same party govt or not) the paper load will be so much that whatever proposed this year would only implement by next year(considering amount of formalities and paperwork and following all rules) .

Politicians don't make budgets. The educated bureaucrats do. Problems at scale are a whole different ballgame. For eg - cleaning your home vs cleaning a state has humongous operational challenges. Just to give you a solid example - there are companies in India which use stubble to make fuel. But implementing the EXACT same project at even a 10x scale has proven to be ineffective(let alone the scale of Punjab and Haryana). The waste in this fuel generation itself becomes so big that disposing that is now a whole different problem(it won't even burn).

Calculating grand scale project cost by simply multiplying with the quantity shows the guy doesn't have any understanding of operations and has never worked in a company which works at huge scale.

For anyone who really wants to understand the air pollution issue and how Beijing had it worse and yet solved it, this is a well researched video. Stubble is only part of the problem for a limited time, coal power plants, vehicle and construction are perennial polluters and their effect gets amplified because of Delhi’s geography.
Even Pune, Bangalore and Hyderabad have AQi of 150-200 right now (check aqi.in), but they don’t have the geography problem.
